Drivers for license renewal are invited to benefit from the free comprehensive driving education program

CEBU CITY, Philippines — Drivers who need to renew their licenses are encouraged to take advantage of free Comprehensive Driver Education (CDE) through the Central Visayas Land Transport Office (LTO-7) portal.

Under Republic Act 10930, all applicants renewing their driver’s license must pass the CDE exam to qualify for the recently introduced 10-year driver’s license validity.

LTO-7 began rolling out the 10-year driving license validity in December 2021.

LTO-7 offers free CDE sessions through the Land Transportation Management System (LTMS) accessible 24/7 through LTO’s free online portal.

“Our online portal is accessible anytime, anywhere. It also offers a refresher course for drivers to remind them of road safety, traffic rules, special laws, regulations, among others,” said LTO-7 Director Victor Caindec.

The CDE online validation exam has 25 questions and a candidate must aim for at least a score of 50% or 13 correct answers to pass the test.

Once a candidate has passed this exam, the CDE certificate will be emailed.

“Before visiting our LTO offices, you must have an LTO Customer ID, this is proof that you have registered on the public LTMS portal. You cannot take the CDE exam if you are not Not registered. Registration is free, taking the exam through our portal is free,” the director clarified.

After getting the CDE certificate, the applicant can now print the result and take it to the nearest LTO office for renewal.

When at the OLT office, the applicant needs to fill in the renewal form where they will need the basic information of the applicant.

This will be followed by a medical examination at an LTO approved medical facility.

Once the medical results are ready, the applicant can then return to the LTO office and submit the medical evaluation form along with the old driver’s license and CDE certificate.

“The renewal fee is only 585 pesos for professional and non-professional licenses. This is in addition to application fees and late renewal penalties,” Caindec added.

After paying the corresponding fee, the applicant must then go to the window where the biometrics and photo will be taken.

Pending the issuance of the renewed driver’s license, a driver can obtain a validity of 10 years if no violations have been recorded in the LTO points register.

Section 14 of RA 10930 states that “Any applicant for renewal of a motor vehicle driver’s license who has accumulated at least five (5) demerit points during the accumulation period shall complete a course reorientation of the driver which will be provided by LTO or a duly accredited service provider.

Similarly, drivers who have accumulated 10 or more total demerit points must complete both driver reorientation courses and pass the theoretical driving course.
